Non-standard testing is usually flexible in scope and format, variable in difficulty and importance. Since these tests are usually developed by individual instructors, the structure and difficulty of these tests may not be widely adopted or used by other instructors or institutions. Non-standard testing can be used to determine students' level of mastery, to encourage them to study, and for students to respond.

For example, the Educational Testing Service, a for-profit educational testing and assessment organization, develops certified tests, such as SAT, but cannot be directly involved in the administration or supervision of these tests. Like the development and administration of academic tests, the format and difficulty level of the tests vary greatly and there is no general consensus or endless standard for the formats and difficulty of the tests.

The structure and difficulty of the test is often based on the instructor's educational philosophy, subject, class size, educational institution policy and beliefs, or governing the body's requirements. In general, tests developed and administered by individual instructors are not standardized, while tests developed by testing institutes are not standardized.
